Shaping the future of health and care: Public Services Delivery Scotland
NHS National Services Scotland will join with NHS Education for Scotland to form Public Services Delivery Scotland.

From 1 April 2026, NHS National Services Scotland (NSS) will join with NHS Education for Scotland (NES) to form a new national organisation: Public Services Delivery Scotland (PSD Scotland).
PSD Scotland will become the public sector’s national enabler of transformation, driving digital innovation, workforce development and Once for Scotland services.
This change brings together the strengths and expertise of NSS and NES to create a more connected, coordinated approach to delivering national services that support health and social care across Scotland. It builds on NSS’s long standing role in providing critical national infrastructure, services and expertise that underpin patient care and support the wider system.
The creation of PSD Scotland supports the Scottish Government’s Health and Social Care Service Renewal Framework and wider public service reform agenda, setting a clear direction for more sustainable, joined up and responsive services.
As PSD Scotland takes shape over the coming months, day to-day delivery of frontline services, ongoing programmes and workstreams in both NES and NSS will continue as planned through this period of change.
