Elcom Content Manager (ECM)
The Elcom Content Manager (ECM) is NHS Scotland’s national platform for managing purchasing catalogue content. It provides a modern, user friendly environment where procurement teams and health boards can create, maintain and publish accurate catalogue and contract information. ECM ensures high quality data flows into core ordering systems like PECOS and the Genesis Inventory Management System, improving consistency, efficiency and transparency across Scotland’s health service.
Supported jointly by NHS National Procurement, the Scottish Government and Elcom, ECM continues to evolve through regular enhancements and collaborative development.
What ECM Does
ECM provides a single, centralised environment where authorised NHS users can:

- Publish catalogue content to downstream systems such as PECOS and the Genesis Inventory Management System, enabling accurate and up to date procurement information to flow into ordering platforms.
- Support national and local catalogue management, ensuring health boards can manage their own content while maintaining alignment with national frameworks.
- Enhance visibility and efficiency, offering a clean, intuitive user interface with simplified workflows.
