Following the publication of Amendment 4 of the Institution of Engineering and Technology (IET) Wiring Regulations (British Standard (BS) 7671:2018+A4:2026) in April 2026, the current 2015 version of SHTM 06-01 Electrical services supply and distribution Parts A and B, are now substantively out of date and are to be archived. An updated version of SHTM 06-01 is currently being prepared, however, in the interim we encourage NHS boards and design professionals to utilise Health Technical Memorandum (HTM) 06-01 (2017 Edition) as published by the Department of Health in England. Clarifications for the use of HTM 06-01 (2017 Edition):

  1. Where this document refers to "the Building Regulations," read the Building (Scotland) Regulations 2004 (as amended) and the Scottish Building Standards Technical Handbooks.
  2. References to the English HTM 05 Firecode series do not apply in Scotland; the SHTM 81-86 Firecode series apply instead.
  3. References to the Regulatory Reform (Fire Safety) Order 2005 do not apply in Scotland; the Fire (Scotland) Act 2005 and the Fire Safety (Scotland) Regulations 2006 apply instead.
  4. References to the NHS Premises Assurance Model (PAM) do not apply in Scotland; the NHS Scotland Assure compliance framework applies instead.
  5. References to Health Building Notes (HBNs) should be read as the equivalent Scottish Health Planning Notes (SHPNs) and Scottish Health Facilities Notes (SHFNs) where these exist.
  6. References to companion documents HTM 00, HTM 06-02 and HTM 06-03 should be read as SHTM 00, SHTM 06-02 (Version 4, 2026) and SHTM 06-03 (Version 2, 2025).
  7. Personnel roles should be read using the NHS Scotland role set defined in SHTM 06-02 and SHTM 06-03 (Designated Person, Senior Operational Manager, Authorising Engineer, Authorised Person, Duty Authorised Person, Competent Person and the Electrical Safety Group).
  8. References to "Department of Health" policy do not apply; Scottish Government and NHS Scotland Assure policy applies instead.
  9. The UK Committee on Climate Change framing should be read alongside the Scottish drivers: DL (2021) 38, the National Performance Framework and Scotland's climate change risk assessment.
  10. Reserved UK legislation applies unchanged, including the Health and Safety at Work etc. Act 1974, the Electricity at Work Regulations 1989, the Electricity Safety, Quality and Continuity Regulations 2002 and the Construction (Design and Management) Regulations 2015.
