Can you also send me the criteria for what constitutes exceptional needs.

The children with Exceptional Healthcare Needs (CEN), National Managed Clinical Network (NMCN)defines a child or young person (up to the age of 19) is as having exceptional healthcare needs if they:

have severe impairment recorded in at least 4 categories together with enteral/ parenteral feeding OR have severe impairment recorded in at least 2 categories and require ventilation/CPAP AND the impairments are sustained and ongoing or expected to last for more than 6 months.

The six impairment categories used for assessing the children and young people are:

  • learning and mental functions
  • communication
  • motor skills
  • self care
  • hearing
  • vision

This is a definition agreed by the network’s stakeholders, for use within the network to define the patient group.

and how many registered children with exceptional needs we have in Scotland.

The most recent report by the Children with Exceptional Healthcare Needs (CEN), National Managed Clinical Network (NMCN) has identified 699 children and young people on their audit system in 2021/22 as having exceptional healthcare needs.

This figure is taken from the network’s clinical audit system (CAS), The CAS is a database used by the network to gather information on children with exceptional healthcare needs across Scotland to support service development and inform improvement. The CAS is updated by NHS Boards and may not be an exact figure of all children with exceptional health care needs.
