Response

I refer to your freedom of information request that we received on 04 July 2022.

I can advise you that we have now completed the search of our records and can provide you with the following information:

Could you please inform me of all of your Microsoft Licensing purchases for subscription and Perpetual software licences (new and preowned) since 2019.

Can you give me the relevant suppliers name, value, quantity and dates of transactions?

A copy of the information which can be disclosed is enclosed – see Appendix 1: All purchases are from Softcat. We have detailed the types and total quantities of Microsoft Licensing purchases and the total value for these. Please note, we are unable to identify which licenses are subscriptions and which are perpetual.

Although NHS National Services Scotland does hold the remainder of the information that falls within the terms of your request, it is exempt from the right of access under the Freedom of Information (Scotland) Act 2002. Under Section 33(1)(b) we cannot provide you with individual line-level detail of MS licence quantities and cost. The Public Sector in the UK is constantly purchasing this type of license. NSS is withholding information as its disclosure under this Act would, or would be likely to, prejudice substantially the commercial interests of any person (including, without prejudice to that generality, a Scottish public authority).

I trust you will find the information of assistance and if you require any further information please do not hesitate to contact us.

If you are unhappy with any aspect of how we have dealt with your request you can make representations to us asking us to review the handling of your request.

If you require any further information please contact Associate Director Information Security & Governance, within 40 working days of the date of this correspondence.
