I am writing to you under the Freedom of Information Act 2000 to request the following information for the Project 

Project Name: NSS Counter Fraud Services Intelligence and Investigation Case Management System Reference number: 2023/S 000-015734 Link: https://www.find-tender.service.gov.uk/Notice/015734-2023?origin=SearchResults&p=1

  1. Copy of successful tender – we want this information under Freedom of Information Act 2000.
  2. Scoring table of all bidders, split by scores awarded for each question of bid.
  3. Price/Cost Proposed by each Bidder – we want this information for all the bidders who submitted the response. 
  4. Name of the Winning Bidder. 
  5. Name & Rank of all bidders who submitted responses.
  6. Approximate date that the tender will be reissued towards the end of the current contract period.

We expect the responses to all the above questions under Freedom of Information Act 2000.

I refer to your freedom of information request that we received on 20 January 2024 requesting the following:

I am writing to you under the Freedom of Information Act 2000 to request the following information in relation to Project Name: NSS Counter Fraud Services Intelligence and Investigation Case Management System. Reference number: 2023/S 000-015734.

I can advise you that we have now completed the search of our records and can provide you with the following information:

Copy of successful tender – we want this information under freedom of Information act 2000.

Under Section 33 (1) (b) of the Freedom of Information Act 2002 - an organisation does not require to provide information if its disclosure under this Act would, or would be likely to, prejudice substantially the commercial interests of any person (including, without prejudice to that generality, a Scottish public authority) and as such any tender documentation is being withheld as it is commercially sensitive.

Scoring table of all bidders, split by scores awarded for each question of bid.

Name of the Winning Bidder.

The winning bidder was Clue Computing Ltd.

Name & Rank of all bidders who submitted responses.

This framework is an unranked single supplier award. All bidders who submitted responses are; Altia – Solutions Ltd, Clue Computing Ltd, Datatank Ltd, INTEC for Business, Geoff Smith Associates and Master Software Solutions.

Approximate date that the tender will be reissued towards the end of the current contract period.

Under Section 17 of the Freedom of Information Scotland Act an organisation does not require to provide information if it does not hold that information. NHS National Services Scotland (NSS) is unable to estimate the date the tender will be reissued. The contract term will begin following successful implementation for a duration of 84 months with a further 36 months option to extend.
