Confidential Waste Destruction Contract

The details I require are:

  • Has confidential waste been procured via tender or framework, or another means, if other means, please confirm how you procured your confidential waste.
  • If a framework, could you confirm the name of the framework please?
  • Actual contract values of each framework/contract (& any sub lots)
  • Start date (month and year) & duration of contract
  • Is there an extension clause in the framework(s)/contract(s) and, if so, the duration of the extension, along with the final possible contract end date?
  • Has a decision been made yet on whether the framework(s)/contract(s) are being either extended or renewed?
  • Who is the procurement officer responsible for this contract and could you provide their email address and phone number please?
  • Do you have a generic email address for your procurement department, for example procurement@organisation.com, if so could you confirm this?
  • Who is the senior officer (outside of procurement) responsible for this contract and could you provide their email address and phone number please?
  • Who is the current supplier?
  • If your current supplier is a Facilities Management/Waste/Cleaning Company, which sub-contractor services your organisation? E.g., which company’s staff actually collect your confidential waste?

I refer to your freedom of information request that we received on 27 August 2025 requesting the following information:

Confidential Waste Destruction Contract

The details I require are:

  • Has confidential waste been procured via tender or framework, or another means, if other means, please confirm how you procured your confidential waste.
  • If a framework, could you confirm the name of the framework please?
  • Actual contract values of each framework/contract (& any sub lots)
  • Start date (month and year) & duration of contract
  • Is there an extension clause in the framework(s)/contract(s) and, if so, the duration of the extension, along with the final possible contract end date?
  • Has a decision been made yet on whether the framework(s)/contract(s) are being either extended or renewed?

We have now completed the search of our records and can provide you with the following information:

  • Has confidential waste been procured via tender or framework, or another means, if other means, please confirm how you procured your confidential waste.

Confidential waste was procured under a national framework tender as several regional confidential waste lots.

  • If a framework, could you confirm the name of the framework please?

The framework reference and title is NP80323 Recyclates and General Waste Management.

  • Actual contract values of each framework/contract (& any sub lots)

The total annual framework value is circa £5.5m. Under Section 17(1) of the Freedom of Information Scotland Act, 2002 (FOISA), an organisation does not have to provide that information if it does not hold it. NHS National Services Scotland (NSS) do not hold any information in relation to a breakdown value for the individual confidential waste lots. Health Boards (HBs) are still implementing local contracts, they may be able to provide this information. You can get in touch with each individual HB using the contact details below:

The start date was 01 April 2024 and the framework duration is for 5-years, with an end date of 31 March 2029.

  • Is there an extension clause in the framework(s)/contract(s) and, if so, the duration of the extension, along with the final possible contract end date?

There are 2 x 12 months extension options available meaning a final possible contract end date of 31 March 2031.

  • Has a decision been made yet on whether the framework(s)/contract(s) are being either extended or renewed?

No decision has been made yet on whether the extensions will be utilised.

  • Who is the procurement officer responsible for this contract and could you provide their email address and phone number please?

The company who collects NSS confidential waste under framework NP80323 is Paper Shredding Services Ltd.
