Scottish Health Technical Note 02-00 interprets and provides guidance on CEL 2 (2012) and with GCCAM provides a framework for delivery of the policy.

The purpose of this strategy is to establish a clear approach to meeting the requirements of CEL 2 (2012) and to enable all NHSScotland bodies to coordinate their responses and activities within the specific asset management context (including estates, property and land). In addition, the wider sustainability challenges in CEL 2 (2012) and framework for implementation, for both the policy and the strategy, remains that set by the Good Corporate Citizenship Assessment Model.
